Precisely speaking notice period is one of the terms and conditions in a Contract of Employment.
Not only notice period, any other terms or conditions governing the employment contract can not be altered, amended or modified by way of an internal circular.
However, Employer/Management reserves the right to add, amend, alter or modify any clause mentioned in the Offer of Appointment but the same needs to be given in writing to employees, giving reference no of the original contract and get acknowledgement of the same, by signing and returning the duplicate copy of such communications to employee.
