Certainly you can go ahead without NOC and your present employer are right that there is no need to issue an NOC as you are a Probationer.
Let me define you in specific words about what probationer is. Probationer is a person who joins any employer on a trial period (for say; 3 or 6 months) in a job or position to which they are newly appointed and on this period employer and employees both are free from the actually obligations of employment. The same you can get from the appointment/joining letter that you have provided by your present PSU. Please go through it once.
Second, this is a general thing and need not to be worry about anything, and you need to attend your interview without any fear.

Sir, I have an interview with a bank after 10 days for which i need to take NOC from my present employer. I am working on contractual basis in a govt corporation. In my contract it is mentioned that " Both parties may terminate the contract by giving one month notice or full pay in lieu thereof to the other party ". My present Corporation has denied to issue me NOC. so in this situation, do i necessarily need to produce NOC to appear in the interview scheduled after 10 days??

"Any employee who resign properly by following the terms and conditions of employment, deserve a proper F&F and "Experience Certificate with Relieving Letter" no matter is on contractual or a permanent job."

-Please be clear what you actually required in your case, NOC or a relieving letter?

If it is that you are an employee of an organization and have to attend an interview after few days as you are looking for a change, you dont required any NOC or permission from present employer nor your interviewer gonna ask you for any kind of permission /NOC from your present employer.

Because "NOC requires in the case where T&Cs of an employment restricts/stops an employee to join any competitor / company in the same industry" but if employee is working in a different industry/company and have not agreed with the kind of terms of employment, would required a relieving letter only.

-Please share your current industry/company type.

And about "Relieving Letter" that only required at the time of joining with new company/future employer. It is a kind of assurance to employer by candidates and past employer of applicant that he/she is no more an employee of them and are free /permitted to join any corporation/company/industry, and have earned a work experience.

Sir, after qualifying written exam of bank, i received call letter for interview. This call letter says that i need to produce original NOC from my present Employer. My present employer is Delhi Transport Corporation. So i am afraid that bank will not let me sit in the interview without NOC.

Dear All,

we, a batch of 33 people, joined Govt. Transport Corporation, accepting the offer letter on dated 28.08.2011 & there after signing the appointment letter on 12.10.2011 on purely contract basis with certain terms & conditions.

At the time of joining we were not asked to execute any contract agreement on judicial E- stamp paper.it continued as an oral agreement for TWO & HALF years.

Now suddenly, One month back, management has started a communication to all of us contractual employees to furnish a contract agreement on Judicial E-stamp paper of Rs.50/-.

The important thing is that the terms of contract has been changed from the original (at the time of offer letter & appointment letter). This change of contractual terms is against us. In protest to it, We all contractual employees have refused to sign this changed contract agreement and filed a case in Central Administrative Tribunal.

Now in this scenario I want to Know the following points:-

1. What is our Job Status as there is no Formal Contract agreement signed between Us & Corporation??

2. Are we bind to the rules & regulations of Corporation, in absence of any formal Contract agreement signed between Us & Corporation??

3. One of us was issued chargesheet few months back, is that chargesheed valid in case of no formal Contract agreement signed between him & Corporation??

4. If one of us get good job opportunity somewhere else then in that case, does one need to Resign from this job properly??

5. In one case, one of us has resigned by serving Notice period properly but management has not accepted his resignation, What should he do??

Kindly reply these questions, as we are all in the very nascent stage of our career..

Sir,
I am a state transport psu employee joined in 2013 and completed probation in 2015.
At time of joining I submitted a bond as asked by psu that I should not apply for any job until bond period, and if I wish to apply I should submit resignation.
Now my problem is I would like to apply for government job notification exam and notification says that I have to produce an N.O.C at time of certificate verification if employed in govt/psu.
1) can I get N.O.C from present employer for applying job exam.
2) and we are not sure of getting job as it involves exam marks+interview marks+community roster etc hence I want to continue to apply for govt job without risk of losing present job for issue of N.O.C
kindly request valuable suggestion and solutions for the issue

Dear Sir/Mam

I have joined a private Air charter company as a continuing airworthiness manager in may 2015 and resigned on 28th Sept 2016 by giving hard copy of resignation letter which was not accepted and finally sent an email on 03rd October 2016 (in resignation i had mentioned last working day as 10th October).

Reason for my resignation: Company has one aircraft and selling the same. For last three months I was very much upset for my future and asked my boss what to do but he has not replied anything. But after sometime he started saying to look for other jobs also. When i got the job, i told him but he refused to accept my NOC, finally i have sent an email to him for resignation from my post. My new employer condition was to join at the earliest before 10th Oct 2016. Till last day i asked him for NOC but he refused to give. Even they are not paying my salary for the September month and october till 10th. Even in my appointment letter nothing is mentioned for notice period (Terms and conditions of appointment letter attached).

Now i have joined new company but my earlier employer is not paying my pending salaries.

Please suggest what to do.
