What rules and regulations should a new company follow under the Shop and Establishment Act? Like what registers should be there, what facilities should be given to the employees like washroom, guardroom or anything related to the employees, please give details about it!
What government norms should be followed to open a new assembling unit?

Refer UP Shops & Commercial Establishment Act & Rules which is clearly defined & based on the headcount few of the compliance varies.
Clean Washrooms need to be maintained
If you have 50 employees need to have crèche

If starting new assembling unit then there are possibilities of applicability of Factory

Thanks for reply seniors and as per your need I am sending you following details for correct information:-

We deal in electronic vehicle segments (sales/service and spares). We buy e-rikshaws from other companys and sell in the market from our show rooms where we also do services and sell spares. Now my company is going to open an assembling unit on a land of 10000 sqft where we will buy all e-rikshaw parts and assemble and sell by the name of our company.

According above details what necessary steps we should as per government norms and also do we fall under shop or establishment act or under factory act?

As per current business Sales of electric vehicles is part of Shops & Commercial Establishment Act & Service is treated as Manufacturing process which is part of factory & it depends on the headcount.

If starting separate unit for assembling even that will be part of Factory Act only & need to obtain RC under Factory Act

Dear Sidharth,
As per your inputs,the new assemble area may be treated as a Factory. Because,“Factory” means any premises including the precincts thereof— (i) whereon Ten or more workers are working, or were working on any day of the preceding twelve months, and in any part of which a manufacturing process is being carried on with the aid of power, or is ordinarily so carried on, or Twenty or more without aid of power. Therefore the management has to obtain a licence from the office of the Factory and Boiler.
