For raping women, only the male can be blamed because they are the ones doing it. We cannot blame any religion as no religion advocates for it. Similarly, we cannot blame any culture because this issue is prevalent in all cultures and countries. Shockingly, in 2011, about 24,000 cases of rape were reported, which equates to 1 incident every 3 minutes. It is unreasonable to assume that all these women were indecently dressed.
