Whatever your MD may accord a status to your consultant. Your organisation structure can never call you reporting to your consultant. Please maintain the relation directly with your MD.
Always remember that your consultant has to work in favour of your MD only. Suggest you to maintain your relations with the Consultant only for consulting on specific area he is concerned for.
Many a places people make the consultant a very indispensable member. Even when communicating to their own bosses, employees would route it through their consultant. As such, the consultant slowly gets an opportunity to creep into all the functions, may be his expertise or not.
I have faced a technical consultant slowly became a consultant for everything, even for HR and Accounts, the functional heads knew that his knowledge was irrelevant however, over a period of time he had gained the confidence of MD or Chairman and especially, the consultant blessed with utmost ego started challenging every employee who was not convinced with his consultations. He had the affinity of the Chairman, he also challenged me that he would terminate me in seconds. However, I won by resigning before he could do any harm to me.

I surprised to know that your organization is ISO certified. ISO Certified companies must follow certain regulations and procedures.
You also mentioned that you have full fledged HR department, though having HR department, and ISO certification this company is hesitating and not willing to issue appointment letter it is so surprising.
Please take necessary steps as I had stated in my previous replies if you wanted to resign from this company. I do not see any urgency to leave this job, have some other job on hand and then take a decision to leave this company.

1. Submit draft(which yr. company suppose to give to you to engage yr. consultancy services) of Engagement/appointment of consultant/retainer for approval to Yr. MD. Submit the draft's Hard copy through his PA & one soft copy directly to him along with covering letter in which mentioning that Yr. Company shall be more benefited if they engage you as consultant.
Give respect but please do not afraid to MD to convey your thought since he is not that much respectable person as he is representing such company who is indulge in wrong practices (not giving appointment letter to employee).
Don't bother about any VP/Senior staff, don't share your thought among yr staff. Attack on direct yr. plan of action.
on acceptance and appoint you as a consultant, intimate such change to concern ROC.

- You need to first decide what you want to do. Work with same company or Change the company. To work as employee or as Consultant.
- Do not follow the same wrong methods of your company and management. You are different. You are professional. Spell out, write and communicate all your problems and concerns to your reporting manager or MD. Keep consultant also in loop, always cc him. Set right your expectations in front of your Management. Do not assume anything.
- You are attending office. You are working there and getting salary also and PF being deducted. These all simply means you are a employee and company is employer. By issuing or not issuing appointment letter to you your current status as employee is not going to change. Only difference is your terms of appointment may change, to some extend.
- If you have HR Dept. then simply follow vigorously with your HR Manager for appointment letter and other concerns.
- It appears to me that, since you are away from main office of your company and MD, there is no communication, coordination and attention to your issues and concerns. Are there anymore employees like you in Mumbai ? What is their plight ?
- ISO Certification has no meaning. There are companies with thousands of employees who are ISO certified and same ISO certificate is also offered to a small eating joint selling bhel and chatt. It only certifies that, there are certain work processes defined and they are being followed. But certification is based on test-check basis and there is never 100% checking or audit. Do not be under impression that ISO certified means everything is in order. There are so many ISO certified Govt. Offices as well. Do you mean they are the ideal offices in all respects ?

In your case, non issue of the appointment letter castes no obligation on you to tender a resignation letter and to comply with the ? conditions while tendering the same before leaving the service .
