I don't think that the interviewer was oversmart.. But the way you asked the question was wrong, from my point. You should have asked directly wether d candidate required to go thru a second round or not? Try to be as simple N to the point when YOU talk to your seniors or these "oversmart" people..

Dear Jenna,
First let me know how many rounds do u take in your company.
If it is for three rounds i.e first shortlisting a candidate by Hr and next technical interview then at last final HR interview. In this case to act smart with this type of people you better give an opportunity to the technical person then close HR round at last, here you can give your decision whether he is suitable or not in HR perspective.
