I would like to look this problem from a different angle. Whether he is lying or telling the truth is very difficult to judge by yourself, but a lie will not withstand for long time, with the lie he cannot work is his past employer, as you feel he has the experience; there is no need for him to create such. To verify, you may ask for police report of certificate lost, copy of application to the University for the New Certificate may be with university stamping or just you can refer his previous employer. As you feel he is suitable for your client, just let your client decide whether they want him or not. This all are just avoid you to put yourself in trouble.
On the other hand, after fifteen years of Experience, with the trips to few countries for job, expertise on your clients required field, the certificates role-plays nothing. Think practically; your search and stand will be on just for paper or for the right people.
If you are going to employ a fellow just by papers, you know it is not tough to create the fake certificates. If he do so, he can get this job or what?

When ever you are shortlisting the candidates for your clients, you should be ethical and transparent. If the candidate is not able to produce his graduation certificate, please obtain full details from him about the year of passing, name of the Institutions and whether he had submitted the certificate to any of his previous Employers. Please obtain a few references from the candidate, particularly his class-mates in graduation and his seniors. Enquire from his Institutions and references to be sure that he has actually qualified in the graduation examination. Also you may obain an affadavit from the candidate certifying that he has passed the graduation examination. It is possible that he might have lost his certificates, but it should not go against him if he is otherwise suitable for the job. You can recommend his case if he is otherwise suitable for the post and you are fairly sure that he has the requisite qualifications.

I feel you should talk to the candidate and ask him for his college details from where he appeared for his Graduation exams. Any university in India provides the duplicate copy of marksheet and it can be procured easily. My personal recommendation will be do not consider the candidate without proper certifcates.

I think it would be wrong to deny him job just because he is unable to produce his certificates. In this case Right to Natural Justice should prevail instead he should obtain a letter from the university saying that they are unable to search his documents hence cant provide the same.or may be some kind of NOC for the same which would provide his innocent as well as suffice the purpose also.....
