Can HR issue a memo to an employee without informing or without talking in-person before issuing it?

One should not do so, as we should follow the Principle of Natural Justice. So, a person should have been given an opportunity to present his part of the story before issuing him a memo (which, in turn, is issued upon confirmation of a person being guilty).

The suggestion is to mention the issues and seek the employee's reply before issuing a formal memo. The reply given can or cannot be accepted. However, the process to share one's viewpoint on an allegation is in line with the Principle of Natural Justice.
