yes hr plays an essential role in developing company’s and it has the power big contribute in the future and better company

It all depends on the type of company you are looking at. If it is MNC, then they would say that the HR Department is absolutely essential. On contrary, if the company is run of traditional business community, they may think otherwise.
Please calculate the cost of not having HR department. The reply will speak in itself.

It is indeed important to have a Human resource section in a certain department bcus it is the office who will protect the interest and welfare of the employees regardless of its nature of appointment

Yes Because It is responsible to secure the tenure of the employees including its benefits and other advantages including its promotions and merits to those who in a way has the capacity to be promoted in a certain position and rcommend it to appointing authority or officials, and hereby create programs for the betterment of the organizational structure and recommend for approval.

you should say, is it really important to have thinking ability when you have head or just the head would be enough ? i am not being sarcastic in here, but just emphasizing the point, head is very much visible but not the mind, likewise having human force is easy but not the coordination among them, when you have water force it is natural to dig a ground or fix the pump set and lay the pipelines to derive the water towards the requirement and for its proper utilisation, likewise, utilization of human resource in a right manner for right purpose has to be planned and coordinated well..... this is what we precisely called human resource management....
