There are many problems in our organization, as previously mentioned. One significant issue that continuously causes problems for HR is the canteen issue. When we try to enforce basic company rules with employees, they tend to create issues in the canteen area. This behavior has been observed multiple times. We have 100 contract laborers and 20 company employees, of which only about 2/3 of the employees from the company are causing problems in the canteen.

Whenever these employees go for lunch, they always seem to find insects and encounter quality issues. This has happened repeatedly with them.

We are seeking advice on how to address this canteen issue. When HR tries to inform these employees politely, they do not listen and attempt to escalate the matter to the Managing Director's cabin. How can we take effective action against this behavior? Your guidance on this matter would be greatly appreciated. Thank you.

Ask people from top management to eat in the canteen on a frequent basis. Inspect the kitchen for a clean environment, vessels, and surroundings. Get the canteen staff checked and certified as Free From Infection (FFI). If top management people check out the quality of food, things will improve. Ask the canteen to preserve food samples in small containers for 24 hours after every meal as a safety measure in case of any food poisoning incidents. Such problems can be solved by improved interaction with workers. Eating with them in the same canteen will be a good way to establish rapport.

Your query still lacks information. For example, have these employees been with the company for a long time and the others are new? Is the canteen very clean, and are there no issues with cleanliness? Is the food good? I have been to a few canteens in India during my visits and have found that some were not clean and there were flies. I wonder whether you are trying to find fault with the "messengers"?
