From the perspective of an English native speaker and qualified teacher, I would say that although grammar is the "nuts and bolts," fluency practice is essential. You can pick up phrases and note various grammar structures along the way. Think of how a child learns the language - grammar is not taught until the child is usually in their teens, long after they are fluent in the language! I would say it's a bit like a car - you don't necessarily need to know what's under the engine to drive it.
And yes, many native speakers make grammar mistakes but still communicate effectively. Remember, native speakers are listening for your message, not your mistakes when you talk to them. The key is not to give up and don't be afraid of making mistakes.

I strongly disagree with speaking English with grammar errors knowingly. It may not be so difficult to learn English Grammar and to write and speak without errors. When anyone has the mindset to learn, it is quite possible to be a better speaker and writer too.
