Please design a proforma and circulate among the target group (those who are to be trained) and their supervisors asking them in which area training is required in their opinion and if training is given in that area what will it result in. This will be your starting point. Then you can convene a meeting of the supervisors concerned and the management personnel and ask them their opinion on the findings of your study. That will further enhance the scope of your training.After that decide on the areas, syllabi, methodology etc.
