HR Manager expected to be a Leader and therefore expected to have one of the qualities i.e. "Self Motivated".
In my openion HR plays role of a Mother. A mother gets motivated when her children score high, move high and return gratitude.
Use of the terminology "Human Resources" is gradually being replaced by "Human Capital". Therefore, every asset expected be maintained periodically. One of the maintenanance required for the staff is "periodic motivation". Else the asset will have a breakdown....

Recognization, acceptance and completion of assisgned task in time motivates HR.

As truly said by many people here that HR has to be self-motivated as they have taken up the responsibility of motivating others. During the time of recruiting HR staff this characteristic has to be kept in mind. In fact, when a person chooses HR as a carreer, it should not be because he is not left with any other option. Talking to people, listening to them, counselling, helping in difficult times should be a passion for him/her. Such a person would never find himself demotivated as his source of motivation will be the satisfaction he derives by listening to others and helping them.
Nevertheless, HR staff is also a human being and they also face ups and downs in life, they can also be demotivated. At that time the first support comes from their colleges-i.e. other members of HR, their reporting officer/senior. Also if they have really helped other employees during their problems, support will come from them.

At the end of the day, even HR is a human being. so its impossible for himself to be self motivated always. like other counterparts, he too depends on various internal and external sources of motivation.
1. HRs are generally considered to be in 'respectable' positions in the organization. Even senior employees from other employees call HRs preffixing with 'Sir/Mam'. This is not the case with sales guys. So, this motivates the HRs to stick to their jobs.
2. HRs are generally more sensitive in nature. A minute respect, appraise, etc. from counterparts do have a wider effect on them. This too motivates them to work better and better for the company.
3. HRs are always required to read more and more. And they are generally found reading books on leadership, motivation, biographies, etc. This motivates them ahead.
4. They do know their own parameters for appraisals. So they know, by doing what and what not, the appraisals can be higher. This motivates them to stick to the 'dos' of their tasks, and thus, self motivated to do their tasks efficiently.
5. Vacancies for HRs are very less in organizations, because the ratio of other employees to HRs is generally 100:1.
This motivates them to be prount on their tasks, else their are a no. of employees standing behind to hunt out the job.
6. Although the vacancies and salaries are very less at initial levels of HRs, bt there is always a scarce of highly qualified(not simply theoritically) HR leaders. So,they are very nicely paid as per the industry norms. These incentives are too a good motivater to work better.
7. HRs enjoy power in organizations, and also they have authority to design work-enviornments, and play a vital role on work life & professional growth of other employees. Dont you feel, this itself is a very challenging, yet motivational factor to work for the growth of complete organization!
No one can work for day one for self actualization, unless he/she crosses other levels of motivation. above mentioned are a few reasons..those can be many..just shared the points which i feel are very practical.
