There could be various ways to begin building the base of the Training Department.
One is either you can divide your employee base into two or three bands and develop generic training modules specific to those bands.
Else you could look at each profile and the work done by them. From there you could come up with the Competencies required to be successful at them. And from there would emerge the need for Training.
Also if you have a regular flow of joinees, it may be required to have an induction program in place.
