There is is no standard format that you may be able to follow.
I suppose by "labour" you mean "workers". I must ask this as the cultural differences must not confuse either of us! On this assumption I will proceed.
The policy will have to lean a lot of company culture, country culture, extent of feudalism, democracy and state of technological advancement, extent of legislations in industry, racial equality, etc. of the country you work in.
The question basically revolves around the following:
1) How does the employer want to treat the labour in terms of rights and responsibilities of employment as regards the freedom of speech, right of association, superior-subordinate relationship etc.
2) what should be the differentials between the wages of Officers and of the labour.
3) what would be growth opportunities for the labour and what is company's committment in people development in job related soft skills and trade skills.
A statement covering and such issues in the form of a policy would be your labour policy. In your situation, I would make a draft and get my superior's approval before detailing out the policy proper.

Dear All,
I suggest you should go for defining "Standing Order" for you factory. For which you should refer the "Standing Order Act" of your state. Based upon that you should design "Proposed Standing Order" of your factory and get it approved from the labour commissioner. It is advisable to get "Labour Consultant" involved while designing and applying for the same.
Standing Order means a machinary which provides the terms & conditions of the employment in the workplace.
