I would like to request you to have a re-reading of Sec. 2(e) of the Payment of Gratuity Act, 1972. Sec. 2(e) of the Act excludes only the employees employed in "the establishments" of the Central and State Governments receiving pension and/or gratuity under the respective Pension Rules. University is an industry, and if it is run by the State Government, automatically the employees would have been covered under the respective Pension Rules.
