We have four members who are voucher (3rd party) employees in our company, while the remaining 35 are on the payroll. Can anyone clear my doubt - can these four members also receive gratuity and other benefits like the employees on the payroll?

yes. though you kept them on voucher they are eligible for gratuity under the act.
