we have received a notice from the labour Officer/assessing officer from karnatak circle under Building and other construction workers welfare cess act, insisting us pay 1% cees for cost of construction incurrerd in conncetion with the work. kindly be noted that under contract labour (R&A) act we are registered as a principal employer in the office of the Asst Labour Commissioner (Central) and directly we have not engaged any building workers at the site. Under the cicumstances explained above you are requested to kindly clarify the following:
1. Applicabality of the act
2. whether it applies to every establishment who are engaging less than 10 building workers.
3. The work is excuted through contractor.

It is a collection of BARE ACTS.
Most of the above acts are covered in that book.
Even " What every one should know about labour laws - by HL Kumar" is a good one which helps for a quick reference.
