Hi,
HR is responsible for payroll and accounts is responsible for payment of dues as per Paysheet validated by HR to employees.
Most of the time there is outside agency involved who handles payroll and statutory compliances. HR sends Leave and Attendence data to agency and gets processed payroll with all statutory dues paid to authorities by agency on behlf of client.
Payroll received from Agency is validated and sent to accounts either by HR or by Agency directly.

This is indeed the most imp function that HR needs to handle in sync with the Finance dept.
While HR decides the pay & provides the data to finance; Finance comes into the picture for payment & taxation purposes. Finance may also act as an advisor to decide which component of salary may be beneficial (in terms of tax-saving, auditing, ease of deployment etc) for the organisation and for the employees.

Iam also having the same doubts which sarika is having But from your reply my doubts have cleared to a certain extent . iam still having a confusion that after HR fixing the salary and giving all the details to finance dept is it HR part to prepare the payroll for every month or Finance will prepare it for every month.
Because HR collate all the data for payroll and finance will process it.
if iam wrong please clarify me

It is the responsibility of HR department to process the Pay Roll because all the details of leave and time sheet is with the HR people, so it is the duty of HR to make the payroll.
As far as the payment is concerned the Finance department has to take care of it because of the different fringe benefits and salary packages which nowadays organization are offering to suit the employees & at the same time the employees have to file the returns as it is mandatory on the part of the employer to deduct tax from the employees salary.
