Fulfillment of 19 and 10C comes in the future after 60 days from the date of leaving, but such action is not your responsibility; it is the duty of the HR officials of your previous employer.
By the way, due to many database queries in the form like fulfillment of NRS, 3A, etc., it is not possible to fill without proper data available in the personnel department of your previous employer. The remaining details are easy and your basic details can be filled easily.
Therefore, I advise you to contact the personnel department to fulfill the same if the time period has been completed. Subject to their negligence, you can approach the Enforcement Office (PF) related to your area/division.
