My factory here got one Head of Department (Asst Manager) for the past one year plus he always not feeling well during the working hours ... when he was not feeling well, then he will lie down on his desk (head lie down), or rest at lobby or meeting room, or lab room ...
I received the feedback/complaint from his subordinate, peers etc ... why not feeling well, don't want to take leave and go home to rest ?? Always do like this ...
Normally, he rested for half an hour to one hour ... sometimes continously one two days also do like that ..
Would like to check, if HR want to hint him; how should we act on this kind of issue ?
My personal point of view is if for long term actually is not so healthy for the company; what if others workers or staff also follow like this ? He actually not really 'lead by example' right ?

Please get him medical support before deciding any course of action on him. If he has already reported with a condition of high blood pressure, please make sure you have taken necessary steps.
He will definitely be fine, but you need to keep your answers ready towards supporting him, before you plan anything.
Individuals with High BP, should avoid pressure situations, close to panic attack. What are your options to shift him to a corporate role than a Plant based role ?

He may have the habit of resting as other general people do after lunch, it is also important to know that the duty hours is of 8 to 9 hours...if the duty hours contains no leaving time then it will be not fare to take any type of actions as in our field we release the employees after 12 to 14 hours usually as we have to give the project ready before the dead lines, so we compromise these things for 1 hour that is the lunch period i.e he can do any thing in the lunch period means if he want to rest after finishing his lunch then he can because they have family too.

What type of a factory is yours and what is the role of the Manager?
Has the company got a Medical Doctor/Nurse on site? If so, has the Manager been see by the doctor/nurse?
How is his performance, in spite of his bouts of taking rest?
When does he take rest? Is it during breaks?
What do you mean by "Normally, he rested for half an hour to one hour ... sometimes continously one two days also do like that .."? Does it mean he slept for a day or two continuously at work, without going home?
I did not understand what the manager meant by your statement "He previously claimed that they were people in this factory doing something bad on him, causing him suffering dizzy on & off ..." Did he mean that someone did some BLACKMAGIC?
Have you spoken to the DGM about this matter and asked him/her what he would like you to do?
