Hello Anita,
It would be more useful to get the appropriate/correct response if you give the details of the situation under which you need to issue such a letter. What Meetu mentioned is right. Keep yourself in the other person's position before adopting any such action--how would YOU feel if given such a letter. But if unavoidable, do give the COMPLETE details before asking for advice.

me too agree with meetu. A mistake, a wrong deed in most of the cases created by situation. Pls donot take any decision driven by emotions. thinks twice and think from other person's angle too. You will defenitely find there are something right on his/her side too.

I agree with the views given here.
Perhaps you are a fresher and not aware that no company worth its name would ever issue a release letter with negative remarks. It is simply not done.
It is like, if one intends to insult someone; would he invite that person to his house and then insult him ? Such things are not done.
Doing them only reflect one's level and how low one can stoop.
Hope the example helps understand the situation better.

Please consider my request to you,
  • Its good to raise a question. But when you are asking for a document, please make sure you have made a preparation. Asking directly shows low inclination to work towards your own improvement. Hence would suggest you to prepare a draft of any document you need and then request for validation or suggestions.
  • Please do not issue a release letter with negative remarks. It will have a far greater impact on your company. When you issue a experience certificate , it becomes a live note from your organization to the industry. A bad hire is not a one way fault . It speaks more about the company when , it shares a negative remark about the talent it employed. Please consult these with your superiors. Even when you have to mention a negative detail about an ex-employee during the back ground check, please be sure you have enough data to support the view. If contested legally , De-reputing someone is a legally punishable act.

Dear Anita,
Do you think that letter will help the receiver?
He will simply throw it in the trash.
And will start spreading negative news about the organisation.
In fact, your negative letter is a testimony on your practices - bad hiring, not judging or utilizing the potentials of the employees and assigning right kind of tasks.
Do consider forum senior's suggestions - especially (Cite Contribution)1976's second point.

remarks, what is use to you.
If you really give a class to him/her, give a
memo-/worning letter separetly.
Do`not do negative remarks.

Dear Ms.Anita,
All the above views are absolutely correct. Spoiling of any employees career is not HR job. I don't know in which position you are. Please discuss with the top management before issuing this letter. If the employee has done any mistakes in his career you can terminate him and not to provide relieving order towards punishment rather than providing such remarks letter.

I also agree with all the above given posts.
Being as an decision makers, always try to see both sides of the coin and take a correct decision which will not harm the emploee as well as the organisation.
If u want to sucess in life, u have to think matured. If u r an employee - then think like a manager and if u r a manager then think like a owner (think about optimum utilisation of availabl resources, company reputation in market)
Dont forget that mouth to mouth marketing is the most acceptable strategy og the marketing market.
