I have joined IBM and worked there for 1.8 years. I was terminated from my position for submitting false food bills with immediate effect. I received an experience letter but not a release letter. Following that, I worked for a small company for 5.5 years. Recently, I have received an offer from TCS. Will there be any issues with the background check for TCS due to my termination from IBM?

Really cannot say. Depends on how deep the BGC is. But what was the need to do such a petty violation and submit false claims. Lesson to be learnt.

Dear Rohan,
Honesty is the best policy in professional and personal life. In the same breath, your admitting/confession that you lied ought to be regarded by anyone hereinafter that you are honest and have the will to mend your ways. This is enough to get you another chance, a lease of life. Act brave. We all commit mistakes; the important thing is never to repeat.
