Are you from manufacturing sector or service sector? What type of industry you are into? Are you registered under Factor Act or Shops and Establishment Act?
If your staffs are working beyond 05:30 PM then it is mandatory to pay the overtime. You cannot make any policies that transgresses the labour laws.
Have you analysed the causes of overwork? Who is overworking and why are they overworking? Is it because of poor manpower planning or inefficiency? Have you identified the systems and processes of each department? Have you identified the direct and indirect costs associated with each department? If yes, then was the measurement of costs done scientifically? What were the parameters of this cost?
What is the percentage of overtime payment (OTP) out of your Total Employee Cost (TEC)?
