Before fixing the responsibility it is important to find out the cause of attrition. To find out the causes, you need to (a) Do Attrition Analysis and (b) Conduct Employee Engagement Survey (EES). It is important to conduct EES and and not Employee Satisfaction Survey (ESS) as job satisfaction no guarantee for retention. The next thing that you need to do is to find out the cost of employee attrition. Unless you find out the cost, top management can never be sensitized.
