I need advice regarding the topic. I work in a financial institution, and all employees recently signed a 30-day notice period for resignation or pay in lieu. However, some employees are still resigning without the appropriate notice period and without receiving payment in lieu. This trend is affecting my appraisals at work. What can I do to stop this?

Nowadays, this is a very commonly seen problem in many organizations. Thus, some companies have started taking a security deposit from employees equivalent to 1 or 2 months' salary. This amount will be refunded to them only after completing 1 or 2 years of service. If an employee leaves the job within this period, the employer can use the deposit to adjust against their notice period, and the remaining amount can be refunded.

There are cultural differences from one country to another, and you need to understand why this is happening. While Manoj has given a solution to handle this challenge, nevertheless, it appears to be coercive. The solution is given to pressure employees to continue their stay. How far will it work remains to be seen.
Employees are expected to show their steadfast allegiance towards their organization. Far from being steadfast, they do not show even ordinary allegiance, and whenever they get a better opportunity, they just dump your organization. This shows that mentally they have resigned from the organization. What matters is completing the physical separation.
What is happening in your company is because of employees' mental disengagement. You need to investigate the causes of it. For this, you may conduct an Employee Satisfaction Survey (ESS) and find out where you are going wrong. Do the attrition analysis for the last 4-5 years. You will find that there is a certain trend in employee turnover. The research data will give you insight to take corrective measures.
