absolutely correct. if you ask any question like what is the use of HR, then the 1st immediate question raises is how u r getting u r monthly salary, how u r getting salary hike etc etc. When an accountant with a good payroll software is enough for salary calculations, why should we require a HR person. when the appraisals are done by the production dept it self, what is the use of a HR.

I want to clarify onething Nagbajjuri, that we can take part in healthy discussion and develop our knowledge. But we cannot involve such arguments in office. Whoever telling that HR is waste of Money, we should not consider their statement even to listen. Does he think that he is genius than the Management which has engaged him in the organisation? The Management which is engaged the same person has engaged the HR Team too.
Then we can also tell that the so & so department is waste of Money??????
So, we should not indulge on such discussion made by mindless people's comments.

Yes, HR is waste of money, when HR is controlled by management, when HR is seen as just a activity and assumed that it doesn't have any contribution or cannot contribute towards organizational mission, goal and vision.
HR is off course a waste of money, when they are not considered as a strategic partner in business.
HR is waste of money, when companies and top management wants it to act as per their wimps and fancies, and doesn't like HR interventions.
Remember one thing, Humans or the employees are most important part of any organization.Even though this is one asset that has high level of change at any given point of time. And retaining them is a very important and difficult task.A good company becomes a great company through its employees.
To help employees, HR needs to follow certain procedures and process, and if any hindrance is caused to this process or procedure then the entire process of having HR is defeated.
So I believe HR is waste of time, in those companies, where HR is not seen as department, but treated more like a orderly.
Believe me to understand that HR is waste of money, you need not be rocket scientist, all one has to do is pay attention in their MBA lectures while pursuing MBA , if one has not done MBA, then one can any time search on internet, for such information.

You seem to be a frustrated person or have had a bad experience while working on the same role/position.
See the thing is that you need to know the real meaning of HR Manager and the concept of having a Manager for Human Resource. If a HR Manager are capable of doing what he/she have to perform for the organization, He/She is the real money or investment but if not; are good for nothing.
Now let me light on the role of HR Manager in the Organization first.
The role of the Human Resource Manager is evolving with the change in competitive market environment and the realization that Human Resource Management must play a more strategic role in the success of an organization. Organizations that do not put their emphasis on attracting and retaining talents may find themselves in dire consequences, as their competitors may be outplaying them in the strategic employment of their human resources.
With the increase in competition, locally or globally, organizations must become more adaptable, resilient, agile, and customer-focused to succeed. And within this change in environment, the HR professional has to evolve to become a strategic partner, an employee sponsor or advocate, and a change mentor within the organization. In order to succeed, HR must be a business driven function with a thorough understanding of the organization’s big picture and be able to influence key decisions and policies. In general, the focus of today’s HR Manager is on strategic personnel retention and talents development. HR professionals will be coaches, counselors, mentors, and succession planners to help motivate organization’s members and their loyalty. The HR manager will also promote and fight for values, ethics, beliefs, and spirituality within their organizations, especially in the management of workplace diversity.
This paper will highlight on how a HR manager can meet the challenges of workplace diversity, how to motivate employees through gain-sharing and executive information system through proper planning, organizing, leading and controlling their human resources.
According to me HR Managers of today may find it difficult because of the rapidly changing business environment and therefore they should update their knowledge and skills by looking at the organization's need and objectives. The HRM challenges are
1. Managing the Vision:
Vision of the organization provides the direction to business strategy and helps managers to evaluate management practices and make decisions. So vision management becomes the integral part of Man management in future.
2. Internal environment:
Creating an environment which is responsive to external changes, providing satisfaction to the employees and sustaining through culture and systems is a challenging task.
3. Changing Industrial Relations:
Both the workers and managers has to be managed by the same HRM Philosophy and this is a daunting task for the managers.
4. Building Organizational capability:
Even in the adverse circumstances the employees have to be made to live in psychological state of readiness to continually change.
5. Job Design & Organizational structure:
Instead of depending on foreign concepts we need to focus on understanding the job, technology and the people involved in carrying out the tasks.
6. Managing the large work force:
Management of large workforce poses the biggest problem as the workers are conscious of their rights.
7. Psycho-Social environment:
Nowadays employees participation required not only in performing job but also in democratizing and humanizing the institution.
8. Employee Satisfaction:
Managers should be aware of techniques to motivate their employees so that their higher level needs can be satisfied.
9. Modern technology:
There will be an unemployment due to modern technology and this could be corrected by assessing manpower needs and finding alternate employment.

Dear if you take this Human Resource functions as just an activity, then im sorry you won’t be able to see the actual work of HR Managers are doing for their organization bcz of you haven’t seen the right peoples and the contribution of HR Managers your around, you can’t say that HR Mangers are just wasting their time and it is not true I believe.
I have seen many successful peoples who have set an excellent example in this regard. We all know that in today’s big, complex and competitive world, HR Managers have to go thru many challenges to over HRD problems but it dosent mean that they are waste of Money.
