What is your designation? How many employees work in your organization? What is the nature of the industry you work in? What does the concerned department mean? What are the designations of the higher officials you have mentioned in your post? All the above questions need to be answered before any suggestions are given.
Most importantly, the members of this forum do not know the culture of your organization, the hierarchy you maintain, etc. So, it is advisable that you compose the email on your own; members may correct where necessary. Spoon-feeding does not go a long way.

Thank you, everyone. I have made it a policy not to engage in disputes with people regarding matters where there is a difference of opinion. Everybody has the right to their own opinion. I have mine, and others have theirs. It is up to those who read all the comments to decide and judge. I simply expressed my opinion that individuals with impressive credentials and experience may still lack in something, such as communication skills—whether written or spoken. However, with a positive attitude, one can dedicate extra hours to develop this skill as well.
In my view, seeking input from others is akin to asking for something despite having sufficient knowledge—like begging for something despite one's wealth. One's knowledge can only open the first door, such as a job opportunity. To open the other doors ahead, such as career growth and recognition from others, one must have a positive attitude to step out of their comfort zone and put in extra hours to develop the necessary skills.
I have noticed a trend among youngsters where they increasingly seek help from others, despite having access to the internet and other sources. They find time to take numerous selfies and share them on social media but claim they have no time to read materials related to their work. They have time to download, save, and listen to the latest songs but no time to write a few sentences. It's as if they want everything handed to them like ordering pizza, without any effort.
Youngsters may not agree with me, and that's fine. I have been reading books for over 50 years, customizing modules for every training program as if it were my first. I never feel lazy to read or write. Recently, from the 24th to the 26th, I conducted two soft skills training programs in Riyadh, Saudi Arabia, and they were well-received as the entire content was developed from scratch. I take pride in the excellent feedback I received, knowing that I did all the content development by myself. I also serve as a mentor to many aspiring trainers, sharing the same principles I have mentioned here.

The requirement project by the poster/querist was very simple. A draft could have been put up for corrections, additions, amendments, etc. That way, it makes life easier and provides a better learning experience.
