Any HR manual must have a developmental focus and not be focused on restricting the employees from performing their responsibilities. I am basically an operations person with a lot of practical HR experience in large companies, including MNCs, in the area of Performance Management Implementation. Before formulating an HR policy for a company, meet with the management and legal staff of the company to determine the set of policies necessary. Identify what the policy should entail and how it should be written to best align with the company's goals.
