This re-emphasizes the fact that you didn't call them to persuade them to come back. Congratulations on having bagged this opportunity. I know we can feel confused and a little lost while implementing this. You can start first with minor things around you like Attendance and Leave policy and slowly move towards the performance management system. You need to work on regularizing the system. Check for things that are not regularized currently and take an initiative in regulating them. Over a period of time, you would get a grip on what and how to do. Wish you luck.
