HR covers a wide gamut of activities. The role of an HR Generalist depends on the activities handled in your company. In some companies, payroll processing and statutory activities are outsourced, while in others, these are done in-house. Therefore, I recommend that you upload your Job Description here. Measures of performance can be suggested only thereafter.
