Some seniors recruited in our PSU with experience have now completed 4 years of service. They want to apply for a central government job and have requested a No Objection Certificate (NOC). We have orally informed them that we cannot provide an NOC because they were specifically recruited for a particular project.
Is it possible to provide them with a written statement explaining that we are unable to issue an NOC due to their recruitment being specific to a particular project?
