It is very common to see people changing jobs. You can try the following:

Call up the employees who left your organization without serving the notice period. Hopefully, they would pick up. Ask them that the call is not to force them back to the company; the call is simply to understand why employees are leaving the organization. You can ask what made them seek new opportunities. You need to be friendly, gain their trust, and smartly draw out information. At the end, don't forget to thank them and wish them well in their new job. This re-emphasizes the fact that you didn't call them to persuade them to come back. This approach will make you look good to them, and in case you need further clarifications from them, you know you can approach them.

Congratulations on having bagged this opportunity. I know we can feel confused and a little lost while implementing this. You can start first with minor things around you like Attendance and Leave policy and slowly move towards the performance management system. You need to work on regularizing the system. Check for things that are not regularized currently and take an initiative in regulating them. Over a period of time, you would get a grip on what and how to do. Wish you luck.
