The general guiding principle is the company standing order or the service rules of the company which deals with such eventualities. If an employees abstains with work or is absconding without permission, then disciplinary action as per the service rules of the company need to be taken.
Applying the principles of natural justice, reasonable notice should be given to the delinquent employee to explain the reason for such act and if the explanation is not satisfactory, then departmental enquiry should be conducted and decision of the enquiry committee, if accepted, appropriate action by the management should be taken.
If the employee is under a bond or other committed period of service to be put in and not honoured, then as per the terms of guaratneeed or agreed terms action should be taken.
In short, it all depends under which category of misconduct the action should be taken.
