What if the employee has a balance of 45 leaves, how will the leaves be calculated for next year?

Hi, As per shops n establishment act max accumulation of PLs are 45 days in Noida, what if the employee has a balance of 45 leaves, how will the leaves be calculated for next year 45 plus 15 or 45 only.

When the accumulation ceiling is fixed for 45 days, any leave over and above this ceiling, being accrued by the employee, either this need to be availed by him or need to be encashed to employee by the company.
