How is EL calculated if an employee reaches the maximum accumulation level?

For example, in an organization, there is a rule that 15 EL can be carried forward, with a maximum of 60. If an employee reached the ceiling level of 60 leaves in the 2019/2020 financial year and used 10 leaves in the 2020/2021 financial year, what will be the closing balance for 2020/2021 - whether it will be 60 or 50?

It should be 50 (60 +15 = 75 reduced to a maximum of 60 - 10 = 50)

In this case, what about the leaves for 20/21? I was thinking if an employee reached 60 in 19/20, then he will not get any additional leave for 20/21. But if an employee uses 10 leaves in 20/21, will it be deducted from accumulated leave up to 19/20, or will it be deducted in 20/21, and at the end of 20/21, will the maximum of 60 remain the same?

Another example: If one employee reaches the maximum of 60 leaves and a second employee reaches 50 leaves. If both take 10 leaves in the next financial year, what will be the closing balance for both at the end of the financial year?
