Yes, all allowances that are fixed and part and parcel of the salary on a monthly basis are deemed as wages for ESI contribution, except washing allowance, LTA, and periodic incentive if given spontaneously and rarely, and not on a monthly basis.

1. Food/Milk allowance paid at a fixed rate irrespective of whether the person is absent or on authorized leave, etc., will be treated as wages?
2. Will food/Milk allowance paid with deductions for leave or absence, etc., also be treated as wages?

I appreciate your assistance in clarifying these points.
