You need to mention the Vision & Mission of the organization and its HR function, organizational structure, recruitment policy, promotion policy, transfer, disciplinary action & punishments, welfare measures, wage structure, other allowances, etc.

That's good. However, those are basic policies. I would suggest that you discuss with the management and formulate some attractive policies to appeal to employees. In relation to your expertise, perhaps you could consider developing policies regarding overtime work, shift schedules, compensatory time off with wages, and a reward and recognition program for top performers.
