Have you hired an experienced HR person?
That will be the beginning for putting in place HR policies as per industry and laws.
Then you can hire a consulting firm to draft HR policies.
Net is a place for information but you need to do things professionally.
No short cuts please.
A good HR setup is worthwhile and will contribute to bottom line in big way.

Hi Friend,
Policies need to be prepared based on your industry and state/ central law. You may get many draft policies in google, but it may not be useful for your industry. As a HR only preparing policy is not worth, this need to be implemented in the organization.
Consultant can help you to prepare different policies for your organization, but implementation responsibility is yours.
Please feel free to call for any assistance/ Clarification.

Hi Shwetha,
Hiring a consultant is a wise idea if your HR Budget is high. However, if you have a dedicated HR person, it will lower your cost( as it is not only the policies to be created, but also to be implemented)
HR Policies are only to be drafted based on your company's requirement. It may differ from each company.

Better to hire expert services from consultants.
Have complete analysis of your Hr needs.
Have a study on complete Statutory Compliance and applicable regulatory laws and rules applicable to Human resource.
Understand the work environment, culture and management plans on Human resource management.
Have Appropriate formation under organisation chart.
Have Duties and responsibilites attributed to each sub sections under HR.
Dedicate time lines for implementations.
Initiate appropriate Directives from Top Mnagement towards circulating and implementating the Polices formed after review and guidance from consultants.
Ensure the type of indusry and local areas consideration for control and smooth handling of IR issues too.
Various regulatory acts and applicable regulations will help in understanding how the HR department will function without any Legal hassle for which a expert consultant with thorough knowledge in the filed will be useful.
Hope This gives a bit idea about Your HR department and its set up.
