I selected an employee for the finance department. She completed her Professional Education Examination II certificate. She gave me a Xerox copy of the certificate. When I asked for the original certificate, she told me it's in New Delhi. She joined one year ago, and until now, she has been unable to provide the original certificate. I have doubts about the authenticity of the certificate.

Verification of the original copies of the certificates is part of the recruitment process. The job candidate is expected to be in possession of the original copies. However, if by chance he/she does not have these, then leeway can be given, and an extension can be provided to obtain the certificate from outstation. However, this should occur before the candidate joins the company.
In the current situation, you have allowed ample time for the production of the academic certificates. Since she has not done so, you may issue her a show cause notice as to why disciplinary action should not be initiated against her for this failure. You may put her under suspension until she acquires the certificate. If she fails to produce the certificate, then terminate her services.
