Hi Lekshmi,
You can find the list of leaders, Challengers, and niche players in the HRMS system on the Gartner website. The link is below for your reference. Gartner's measure of HR system providers is reliable.

There are service providers who charge per module as well. If you want recruitment, core HR, and payroll modules, it means this is a complete package and will be charged accordingly. You can opt for the Core HR module alone based on your requirements.
In addition to your budget and system requirements, first identify why you want to implement the system and what you are looking for from it. AI is a hot topic now. Check what the service providers' views are about AI technology in their systems.
Another key point is the integration capacity of the system. If you are already using other systems for any purpose, consider how flexible the new system would be for integration.
Do you have your company structure, department, and function details? How about the HR processes? If you don't, prepare these things simultaneously. Employees should feel the technology at hand, meaning they should be able to apply for leave from their phones, conduct performance evaluations in the system, access training, and more.
Have a long-term view and choose the system wisely. Ask for product demos from a few vendors and select the best option.
If you need any clarification on system implementation, let me know.
