I need to ask if an employee has served a one-month notice period while resigning, but the employer wants to relieve him/her before the time, will the company be liable to pay his full month's salary of the notice period or only till the relieving date? What is written in an offer letter/appointment letter?

If the notice period is one month from either side or one month's pay, then the payment or one month of service has to be completed accordingly. During the notice period, the employee is expected to transfer knowledge to the appointed person and hand over all company property - laptop, mobiles, etc. - to the company under an official receipt. Create a documentary record of everything that is handed over and keep a record of knowledge transferred as relevant to the job being done by the employee.

If the employer wants to relieve the employee beforehand without completion of the notice period, then the employee is to be paid proportionately for the balance notice period left. There is no need to pay for any period beyond the end of the notice period at the instance of the employee.

This is very simple, your company has to pay until the date of the last working day [the date of resignation]. You are not amounting to any obligation, as the workman is leaving the job of his own accord. In this case, it is your company's prerogative to release him with or without notice. The payment of notice falls on the company, where the company may choose to terminate instantly by paying the notice period amount. I hope this clarifies your doubts.
