More than policy, this is a matter of Standard Operating Procedure (SOP). In this SOP, you need to enumerate the procedure when a needle breaks, clarify the responsibilities for collecting the broken pieces, specify whom the tailor should approach, outline how the records of broken pieces should be maintained, designate who will maintain these records, and describe the procedure for reissuing a fresh needle. As part of the quality check, Quality Control (QC) is also responsible for checking the broken needle pieces in the garment. It is essential to include this statement in the SOPs related to the quality department.
