A company where no women employees are employed. Under the Sexual Harassment Act of 2013, it is mandatory to constitute a committee to protect women employees.

I want to know if, in such a condition, it is required to form a committee. Seeking legal opinion on the matter.

Oh. It's quite...laughing... Turn off the ACs before leaving your office is a suggestion, as there is no AC. What else do you turn off like this? No female employee, no maternity leave sanction report. Similarly, if there is no woman employee, there is no formation of a committee on harassment, ok.
