Writing the circular is one thing but I would like to ask question on the decision on making employees to work on Sundays.
When the employees work on Sundays or on Closed Holidays, they are given compensatory off (comp off in simple language). However, in your case it is other way round. Since employees took off, you need to make them work. Therefore, before you issue this circular, I request you to assess the legal tenability of this decision.
If the office was closed due to the protest then it must have been declared well in advance. Political protests do not happen impromptu. Why you did not declare preceding Sunday as working day before the protest took place?

For this you have to first design a policy so that all your staff can see it on notice board and would agree on this.. On mutual ground you should take this issue up with the management and its employees (including labors). As Dinesh mention you have check its legality by consulting company's legal adviser.
Simple Memo can be written to inform all the staff that, with opinion & understanding of the management, company has decided to work on this coming Sunday in lieu of April 1, 2015 which was Strike Day. So, therefore all the staff members should come on Sunday and will have to perform their duties as normal.
Please also note, if any staff member found absent on that day, company would take strike discipline action against them.

In the instant case you have to enter into an understanding with the Union (Recognised) to keep your plant functioning on the coming sunday and a compensatory off shall be given to the staff/ workers as may be notified department wise between monday to wednesday. You can accordingly issue the circular.
