We are a paper making industry. As of now we relax 60 min of late coming for a month further to which we deduct salary for the late coming hours of Employees.
We are considering to introduce "One hour Personal Permission" 3 times in a period of two months. I would like to know, in similar Manufacturing industries how many hours of such personal permission hours do normally exist??

In our company we follow 2 hours permisson for 2 times in a calendar month for staff employees subject to approval of plant head in advance

Such discretionary absence better be left to the discretion of the plant head and not cast in stone. Soon you will find that employees consider these 3 hours of absence as right and it being used even where there is no need simply because it will lapse.

Usually all organisation have extended the benefit of Casual leave in order to meet some emergency or urgent work, that is not casual in nature. But certain times the situation makes an employee helpless and forces him to deviate from the procedure and seeks permission for late coming instead of applying casual Leave.Many management have taken cognizance of this issue. Permitting late coming will encourage,absenteeism and create distrust between supervisor and the floor workers. In order to check this, rules have been framed to condone late coming one or two times.If it is repeated third time, he will be served with a warning letter of intimating that repetition of such habit in future will attract departmental enquiry, apart from treating the absence as Leave without Pay. It all depends on management. Such Late coming definitely will have cascading effect in manufacturing process.

In my view, 2 hours and 3 times in a month may be relaxation in time office for a month, In this case total loss of working hours become 6 hours in a month, but on the other hand employee does not have to loss any casual leave or any other leave, Hence you get out put of productivity accordingly.
Suppose if employee takes leave for 1 casual leave you loose 8 hours of productivity, but if you allow 2 hours of relaxations, you get 6 hours of productivity.
The quantity 3 times or 2 times etc can be taken as matter of discussion,
Since late coming on 4th day in a month will lead to loss in productivity, hence it should be treated as leave only.
