Dear Sandhya
What you call "own standing orders" is called "certified standing orders" under Industrial Employment (Standing Orders) Act 1946.
The employer can draft/customised standing orders in line with the Model Standing Orders and the same has to be submitted to Certifying Authority (normally Asst. Commissioner of Labour) and send the copies of the same to union/s.
The authority examines the draft SO and also invites comments/quries/objections from the union/s. After removing anamoly he approves and certifies the standing order.

You mean "industry" or "industrial establishment"?
"Industry" is defined in Section 2(j) of Industrial Disputes Act 1947 and "Industrial Establishment" is defined in Section 2(e) of the Industrial Employment (Standing Orders) Act 1946.
The definition of Industry under Section 2(j) was redefined
in the case "Bangalore Water Supply and Sewerage Board etc. Vs. A. Rajappa and Others [1978AIR 548] or 1978 SCR (3)207
Certification of Standing Order is coming under Industrial Employment (Standing Order) Act 1946.

Mr. Sailesh has rightly said
about the procedure. You have
to go through each clause of
the Model Standing Orders
carefully and based on the
size of industry/organisation,
you have to include your own
clauses required for day to day administrative purpose,
and discuss with the union
(if any) before submitting
to appropriate authority for
approval.
