Hello, I would like to know the strategies, procedure for the formation of HR policies for a corporate company of not more than 15 people and newly started. The turnover of the company is between 10 - 15 cr.

For a start up company with 15 people, you need at least an Employee Handbook and a Code of Ethics/ Discipline. This will define the terms and references of the employees' relationship with the company.
The Employee Handbook (EH) also spells out many of the company's policies relative to hours of work, overtime work and pay, payroll periods, benefits, office decorum, grievance handling, etc.
If you dont' have one yet, my company can help you customize one for your company.
Or you can buy a standard EH from us and you can do the customizing yourself. This way you save some money because a standard EH is cheaper than a customized one.
