Put some attractive gifts for the winners to motivate them and make it compulsory for every department to participate in one activity. You can organize Rangoli competition, Diwali decoration in each department, Best homemade sweet competition, Best motivational Diwali message that can even be in the form of a short drama, Diwali Card making competition.

Take some material from the internet also and put clippings, printouts, or handwritten messages on the notice boards.
