Dear Kartik,
Muster Roll is actually the Register of Employee Data which is usually kept in the Factory or Establishment. It usually consist of the following:
(i) Name of Employee
(ii) Age
(iii) Sex
(iv) Date of Joining
(v) Roll/Employee number
(vi) Type of employment: Regular/Contract/Casual/Badli etc
(vii) Category(Designation): Management/Supervisor/Skilled/Semi Skilled/Unskilled
(viii) Rate of Pay
(ix) Shift (if applicable)
(x) Attendance
The above is illustative and not exhaustive.The Muster Roll has statutory importance and is generally kept in the custody of Personnel Department and is regarded as a valid document for inspection by Statutory Authorities like Factory Inspector, Labour Inspector, ect.
The total number of Employees for application of any Statute is based on this Record.

Thanks for your inuput, If I could get the Form nos. like attendance register form XVI-Tamil Nadu,( I know it will differ from State to State).
I request you to give me a suggesstion to find out the form nos for all locations, is there any website is available?.

Dear Kartik,
The Form No. your are stating is of Tamil Nadu Factories Rules ? Right??
Please tell me why do you want to access Forms because they are more or less the same with minor changes. In place of say for example Tamil Nadu Factories Rules the wors "tamil Nau" will be replaced by Maharashtra
I can tell you one thing that unless you are in West Bengal or Maharashtra you need not worry because the rest are more or less the same.
